Numbers 35:8

Mengenai kota-kota yang akan kamu berikan dari tanah milik orang Israel dari suku yang banyak jumlahnya haruslah kamu ambil banyak dan dari suku yang sedikit jumlahnya haruslah kamu ambil sedikit Setiap suku harus memberikan dari kota-kotanya kepada orang Lewi sekadar milik pusaka yang dibagikan kepadanya

Ajukanlah tiga orang dari tiap-tiap suku maka aku akan menyuruh mereka supaya mereka bersiap untuk menjelajahi negeri itu mencatat keadaannya sekadar milik pusaka masing-masing kemudian kembali kepadaku
