Numbers 35:2

Perintahkanlah kepada orang Israel supaya dari milik pusaka kepunyaannya diberikan mereka kota-kota kepada orang Lewi untuk didiami juga haruslah kamu memberikan kepada orang Lewi tanah-tanah penggembalaan yang di sekeliling kota-kota itu

sebab pembunuh itu wajib tinggal di kota perlindungan sampai matinya imam besar tetapi sesudah matinya imam besar bolehlah pembunuh itu kembali ke tanah kepunyaannya sendiri
