Segenap jemaah Israel haruslah merayakannya

Exodus 12:48

Tetapi apabila seorang asing telah menetap padamu dan mau merayakan Paskah bagi TUHAN maka setiap laki-laki yang bersama-sama dengan dia wajiblah disunat barulah ia boleh mendekat untuk merayakannya ia akan dianggap sebagai orang asli Tetapi tidak seorangpun yang tidak bersunat boleh memakannya

Pada bulan yang kedua pada hari yang keempat belas pada waktu senja haruslah orang-orang itu merayakannya beserta roti yang tidak beragi dan sayur pahit haruslah mereka memakannya

Apabila seorang asing yang telah menetap padamu hendak merayakan Paskah bagi TUHAN maka haruslah ia merayakannya menurut segala ketetapan dan peraturan Paskah Satu ketetapan harus berlaku bagi kamu baik bagi orang asing maupun bagi orang Israel asli

Mereka memutuskan untuk menyiarkan maklumat di seluruh Israel dari Bersyeba sampai Dan supaya masing-masing datang ke Yerusalem merayakan Paskah bagi TUHAN Allah Israel karena mereka belum merayakannya secara umum seperti yang ada tertulis
