Kalau engkau melihat dalam suatu daerah orang miskin ditindas dan hukum serta keadilan diperkosa janganlah heran akan perkara itu karena pejabat tinggi yang satu mengawasi yang lain begitu pula pejabat-pejabat yang lebih tinggi mengawasi mereka
