Kasihilah TUHAN Allahmu dengan mendengar suara-Nya dan berpegang teguh kepada-Nya Dengan demikian kamu akan menetap di negeri yang telah TUHAN janjikan dengan bersumpah untuk memberikannya kepada nenek moyangmu Abraham Ishak dan Yakub

Para pemimpin rakyat menetap di Yerusalem sedangkan orang-orang yang lain membuang undi untuk memilih satu dari sepuluh orang yang akan menetap di Yerusalem kota suci itu dan sembilan orang lainnya menetap di kota-kota yang lain
