Suku yang jumlahnya banyak harus mendapat tanah pusaka yang besar Sedangkan suku yang jumlahnya sedikit harus mendapat tanah pusaka yang kecil Setiap suku harus diberi tanah pusaka sesuai dengan jumlah orang yang terdaftar
