Jika kamu melihat penindasan orang miskin serta pelanggaran terhadap hukum dan kebenaran di suatu provinsi jangan terkejut dengan persoalan itu Sebab seorang petinggi diawasi oleh petinggi lain dan ada yang lebih tinggi lainnya di atas mereka
