Biarkanlah mereka menjadi hakim atas umat itu pada waktu-waktu yang telah ditetapkan Semua perkara yang besar-besar hendaklah dibawa mereka kepadamu tetapi semua perkara yang kecil-kecil hendaklah diadili sendiri oleh mereka Dengan demikian akan ringanlah pekerjaanmu manakala mereka turut memikul beban untuk memimpin bersama-samamu
