Selain itu carilah dalam kalangan seluruh umat itu beberapa orang yang berkebolehan lagi takut kepada Allah orang yang boleh dipercayai dan amanah iaitu tidak dapat disuap Lantiklah mereka untuk menjadi pemimpin bagi seribu orang pemimpin seratus orang pemimpin lima puluh orang dan pemimpin sepuluh orang
