Maka bersegeralah perginya para pesuruh untuk membawa surat daripada raja dan para pembesarnya ke seluruh Israel serta Yehuda Selaras dengan perintah raja mereka berkata Wahai orang Israel kembalilah kepada Tuhan Allah Abraham Ishak dan Israel supaya Dia juga kembali kepada kalangan umat yang tertinggal yang terselamat daripada tangan raja-raja Asyur
