Deuteronomy 19:3

Sediakanlah jalan-jalan dan bahagikan negeri yang diberikan Tuhan Allahmu sebagai harta pusakamu itu menjadi tiga bahagian wilayah supaya setiap pembunuh dapat melarikan diri ke sana
